That's not a problem of running Terminate under WinXP. It's the fast
machine and a fault in the borland compiler.

When initializing the delay-procedure a number-overflow happens on fast
machines which will result in a "division by zero" error (error code
200).

You can try to find a patch program that will fix this problem in an
exe-file produced by Borland-Pascal.
