Sounds like lack of a 16550 UART problem.

I'll take a guess and say your running your comms program under a
multitasker (Win95/31x, OS/2, DV etc) and you only have 16450 or 8250
UART's fitted to your computer, just to test try running a plain DOS
comms program (Telix DOS etc) under straight DOS and see if the
problem still exists, if not get your serial card replaced with one
with 16550 UART's on it.
