Yes. Occasionally lcd monitors show this; dead pixels. It usually shows
up right out
of the box. Most stores will replace the monitor. If it is older than one
month you
generally have to use the monitors warranty. YMMV of course, depending upon who you
bought the lcd from.
It appears, from web lookups, that it is manufacturer independent except for really
low-end (cheap) monitors.
