Sure is!  No matter how big or efficient the heatsink is it is all for
nought if the heat isn't transported away and there are century old
formulae still true for the BTU capability of air.  It takes a lot of it to
move much heat compared to most other substances, especially water, but
even oil.  Heatsinks can function as you must know by simply exposing lots
of surface area but that assumes a reasonable amout of airflow regardless
of how it is achieved.
 However a low CFM HS that performs decently can be made *great* by
changing out the fan for higher cfm.  Might be a good deal.
