It's not simple, but it has happened in the past and will happen again in
the future, weather makes people inhabit one area over another. Look at the
US, how do you think LA became so populated, you think the people there
just reproduce faster or something? Populations move, 20 years is plenty of
time to see something like that in action, 50 years (still a short time
span when talking about climate change) is more than enough time.
