When you do connect witht the USR, can you do a "Links Diagnostics", and
check your line conditions?  I've owned an M11f and they (or at least mine)
don't perform well with less than the very best lines.  The best I could do wi
my poor lines was a 16k8 connect to a "local" BBS who had a USR.  Note this
was way back in Jan. of 95.
