Absolutely.  There were two alternatives.  1) match the Soviet Union in
conventional arms or 2) have fewer conventional forces and tactical nukes
to make up the difference.  Liberals wouldn't support the size of defense
spending required for 1) so 2) was the only choice other than surrender.
I'll give you the liberals probably would have preferred surrender to the
commies.
