Oh, goody.  I have a similar problem: I was adopted, and found out when I
was 14 that I have epilsepsy.  But I never thought to use that angle to
obtain my records...  
Tell me what you discover.  I may want to adopt and adapt some of 
what you learn.   
My daughter had a single seizure, with no evidence of any damage.  
I know that I have an abnormal EEG, but no organic damage.
... Public beheadings should solve most of the problems.
