This is characteristic of interrupt overrun - the data is coming in too
fast for your computer when some critical event, probably a disk write,
occurs.

If my diagnosis above is correct, the fix is to obtain and fit a 16550 UART
chip, with builtin FIFO buffering.  Line noise is not uniquely one-way,
even with the admitted asymmetrical capability of V.34.

Your modem settings are vaguely possible - you should have CTS/RTS
handshaking turned on, for instance.  Caveat - handshaking affects the
outbound channel, not the inbound one.  Inbound traffic _HAS_ to be taken
as it comes, and cannot be stopped by local handshake techniques.
