Iraq didn't have WMD and would find it difficult to develop them. As the
monitoring program proved, it's one thing to have plans but quite another
to actually gather the infrastructure and materials needed without being
detected. Other countries have already developed WMD and would be more
likely than Iraq was to supply them to terrorists if it would discomfort
the USA or the West in general. Surely it would be smart to target the most
immediate threats first, both WMD source and money source?
