Kathy,
Get a bag of Sevin 5% in the hardware store.  Sprinkle the dog
liberally.  Also use it whereever you are having a problem outdoors.
Vacuum a little into the bag.  It won't cost you much (about $3 for 5# I
think) and it was the ONLY thing that worked when we had a flea invasion
several years back.  It is safe with birds - breeders used it to dust
their canary boxes and we all know that canaries are quite sensitive.  I
sprinkle a little in the trailer when we close up on Sunday nights and
don't have a flea problem when we go back.  Used to be (before Sevin) I
was attacked the minute I opened the door - they were hungry fleas after
a week without hosts!
