Not till the PRC starts launching supercarriers etc. i.e. the model is
build up economically now such that (a) you can afford
"softpower" & (b) so you can afford mil spending when the gov
feels the time is right.

Right now you're seeing exploration of mil concepts (e.g. long range fleet
manoeuvers). Ditto India.

WRT Russia (& indeed the Ukraine) 2K > now has been a boom time
(i.e. the reverse of the west) & they've been pulling back on the
economic destruction wrought by the end of the SU.

The upcoming Ukrainian presidential election is going to be very interesting.
