There's no such thing as a standard for that, which is why technical quality 
of DJs varies just like artistic qualities do.

Any serious DJ will have $5-10 k or more invested in audio and other 
equipment.  $2k will buy turntables, cheap CD players, mixer, and cassette 
deck, and a junkie PA.  $6k will let you buy a serious working system, though 
if you knew enough about used equipment to not be asking, you could spend 
less that way.  Add some lighting, and a music collection.  Add a lot more 
for PA if you do larger gigs with an audience that wants heavy low end.  
Since your money has pictures of queens on it, add 50% to the above figures 
based on US $$$.
