I had the same problem, but in my case at least the problem wasn't skipping a 
step but rather one of not properly asking the questions when making the 
diskettes (entered the IRQ for the network card on the server instead of the 
one in the machine I was installing on, pretty silly eh? ;-)  When I changed 
the network card config on the diskettes it worked flawlessly...
