Now let me see if I got this straight.  Uphoff-Becker failed to make 
the German Olympic team with Rembrandt.  She put in an appeal with the
FEI to be allowed to compete as an individual with Rembrandt because
they were defending Olympic champions.  The FEI relented and so the 
rules said there would be 12 finalists (plus Nicole and Rembrandt if 
they were eligible to go forward) -- presumably so no one would get 
bumped out of the final by Rembrandt, avoiding the kind of fracas that
we saw in the swimming venue with Michelle Smith taking up a place which
meant that Janet Evans couldn't swim in the final.
So the computer scoring porgram was set up for 13 finalists.  This meant
that despite the FEI's ruling that only 12 finalists would go if Nicole
and Rembrandt couldn't, they had to send 13 to the Kur anyway or else 
it would throw a monkey wrench into the scoring system.
