One Echo is, but the rest are aren't.

I'm playing with the config text files and trying to see where a 
difference is.  So far, I haven't seen anything that I missed.  

As I mentioned, it's only netmail that comes through 1:138/146  

I even get mis-addressed netmail to scan out into BW from any 
other source.
