   What your seeing is the Zebras tendency to fin nip, they probably
   are not trying to eat the neons, but may  feel crowded, it being 10
   gal and so nip at the "tresspasser" neons, them  being smaller,
   the fin nipping could be stressing the neons so much that they die of
   the stress.
   Have you thought of my suggestion to replace the Neons with Cardinal
   Tetras?
   Cardinals look like Neons, but are bigger and may standup to the
   bully zebras better.
