That's naive.
Students are _taught_ to cheat every time a teacher assigns homework and
only demands that something be turned in, but the teacher doesn't correct it
in detail. The kid learns he'll get the same grade in that class whether he
cheats or not, and he learns that cheating on homework that will not be
corrected in detail will give him more time to spend on work in other classes
where more work on his part will give him a higher grade.
Teachers wondering why so many kids cheat should only look at the
teachers in their building who they know assign busywork that they do not
correct in detail.
