Are you commissioned law enforcement?  I am, and obviously you don't
know much about this subject.

All one has to do is go to the local Police uniform and supply shop,
look in the publicly available Galls Police/Fire/EMT catalog, call PACA
who makes the vest supplied to me by my department, or Second Chance,
and they will tell you this information. 
None of this is any great secret, even to the criminal element.
