subject: XP and Viruses question

I am working on my sister's PC.  It most certainly has a virus and/or some
other trojan process running.  It is an XP machine.  I know that I can use
an XP CD to boot from, to run things like CHKDSK, etc., but is there a way
to boot with a CD to do a virus scan/clean on the HD?
 
The machine does not appear stable enough at this point to run anything
while logged on.  I think whatever is done will need to be done by booting
from an alternate source.
 
I have tried going into Safe Mode, but whatever it is that has it infected
appears to have block any access in that manner.  I get a BSOD every time.
I guess it still lets it boot "Normal" so that it can continue to control
the PC.
