I'm not convinced we really have adequate evidence to support that proposition.
And its rather unlikely. It really needs to be carefully tested on a line
which has much higher loss on the line to the exchange itself than normal
coz V34 is supposed to be able to set that Tx level intelligently anyway.

Its possible tho, there clearly is a major problem with the USR line
probe stats when the modem on the other end isnt a USR, the entire curve
shifts the best part of 7db and that may well be confusing the USR when
it attempts to set the Tx level to the optimum level. In other words it
gets confused about the line loss in that case and boosts the Tx level
in the auto level setting with a non USR modem at the other end. That
could explain why the effect with USR/USR is different to USR/non USR
on the manual override of the Tx level.

You havent the evidence to sustain the claim that its only V34+ calls.
