    Yes, I believe you are. It is a pure MS-Dos thinggy, and all you have
to do is produce a different keyboard.sys definition file. C is not
required. Since this is entirely version dependent in MS-Dos, and you have
not said what version you use, you might best be directed to the MS-Dos
user's guide, or the MS-Dos programmer's guide.
