Good day everybody ...  I have a small problem ... would appreciate help

I use a USR 28.8 internal modem on a 586amd 133mghrz 24mg Ram
software is windows 95 and Procomm for windows.
..
The problem is this:   when I configure Procomm at 28.8 the modem goes dead 
when I try activating a dial ... no dial tone ... no nothing ... I have to 
configure it at 19.2  then it works ... but at 14.4 ...
..
windows 95 calls for Usr 28.8 ... I have a Usr 28.8 modem support update ...
Where do I go wrong ???
