Montenegro and Kosovo both replaced the Dinar with Deutsche Mark and later on
also changed to Euro without being in the European Currency Union.

They don't. I don't know if you need a passport, though. AFAIR I've never had
one, my German ID card was suffiecent for Turkey and even the CSSR.

Or if you're good at geography, grab a Euro bank note and look at the shape of
the islands. However, you might want to use a 500 Euro note, they're too small
