My term tax dollars was not quite accurate; the networks are granted a valuable resource in the way of radio frequency allocation. In return they have the responsibility for a certain amount of public service airtime. The FCC oversees all this. So the tax dollars are in indirect form of loss of payment for radio frequencies and the cost of FCC oversight.
