 While you are correct in principle, almost no one does this (including
me).  When I surf, I just click through and never read the listings first.

   My term tax dollars was not quite accurate; the networks are granted a
valuable resource in the way of radio frequency allocation.   In return
they have the responsibility for a certain amount of public service
airtime.  The FCC oversees all this.  So the tax dollars are in indirect
form of loss of payment for radio frequencies and the cost of FCC
oversight.   A small amount, but it does hold the networks responsible for
their content.
