The proof is in the CPU temp, not the CFM. Excessive airspeed can result
in turbulence that reduces effectiveness. Until you measure temp, you
can't know for sure whether any cooler is any better than any other.
Rate of dust fouling can also play a part. Moving more air than you need
usually means moving and thus collecting more dust, which generally
reduces effectiveness as it collects on fan blades and cooling fins, and
blocks air entry into the case.
