True enough, but you CAN buy laptops without an OS installed.  There's a 
Canadian company - www.eurocom.com - which builds "whitebooks" that can 
be purchased without paying "the Microsoft tax".  I've yet to sell any 
for eCS installations, but they're "out there".

As for recovery CD/DVD's, Toshiba is now forcing users to create their 
own - upon first boot, there's a recovery DVD maker icon on the Windows 
desktop, with the stern warning to make the discs - "they are not 
included and are NOT available".
