Gibraltar is part of the UK.  Look it up.

In the early 70s when I lived in England, I had wanted to visit
Gibraltar as a home base for touring Spain by rented auto.  I discovered
that, at that time, such travel was impossible because Spain had closed
the border -- because of some dispute they were having with the UK.
