Sounds like something I do to my keyboards every once in a while :-)
-> here is how i have specials needs configured:
-> settings activation on
-> settings time-out is 0 seconds
-> acceptence delay is at 1, or all the way to the left
-> delay until repeat is at 3
-> repeat rate is at the last one, or all the way to the right.
Great .. I will re-install my copy & try your settings - hopefully they
will also work for me .. I was thinking of upgrading to OS/2 Merlin but
it is a bit of a costly exercise as I do not work on my bbs PCs .. most
of my time is spent on PCs running Windows NT 4.0 & Windows 95.
-> and it works at a os/2 and dos command prompts and in win-os/2.

IBM SA told me there was no solution & suggested I upgrade to Warp 4
