He most probably was referring the the human development index of Mexico (0.774
in 2017) being lower than those of Romania (0.811) and Bulgaria (0.813).
However, Norway (0.953) does also have a higher index than the USA (0.924).

Norway - Romania = 0.142
USA - Mexico = 0.150

But that's the result of opering the border in 2014! In 2013 the numbers were
different:
Romania 0.785
Bulgaria 0.777
Norway 0.944

Norway - Bulgaria = 0.167

That's a bigger difference than USA - Mexico is now, yet anyone from Bulgaria
is free to live and work in Norway.
