Naked DNA can't do very much, it needs the machinery of the cell in order to
replicate and to produce proteins.
We haven't proved that DNA is the only source of information in the cell,
but it very much looks that way. Twins aren't a good example. For instance
if genetic information was carried on the Golgi apparatus (not saying it is,
only if) then identical twins would have replicas of that same apparatus,
and would still be identical.
