Border Patrol prevents free-range humans the best they can. I can't drive to
Mexico, pick up drugs, then drive them back to the USA without risking a lot.

No. I can drive into Mexico without telling anyone about it. It's a problem,
though, when criminals take that drive, leaving behind gruesome crime scenes.
Mexican police are good at helping in those situations, but they shouldn't
have to.

Law enforcement doesn't care about marijuana; it's the drugs that won't grow
here that are concerning. (cocaine, opium)

There's no state that won't transfer custody to another state. Provincial
borders are not bothering anybody that I know of; it's the international
borders, and for me, it's the US-Mexico border - not to blame Mexico though.
