Com1 to Com4 are just names. Configure your internal modem with jumpers to
be Com3, and Com3 _will_ show up. IRQs are another story. If you're using
IRQ 5, possibly you could use IRQ 7 for the modem. What's connected to Com2?
If nothing, you could disable Com2, configure the modem as Com2, and use IRQ
3 (the standard IRQ for Com2).
If you use Windows at all, _don't_ skip a comm port (like Com3). When
Windows searches for ports, it stops when it finds a "missing" one - Since
Com3 is "missing", Windows will not find your modem on Com4.
