What prevents you from doing that now? I reckon anyone may own a passport and
unless there's an arresst warrant for you, you probably are free to leave your
country and come back anytime you want. Or do you need to apply for a depature
permit?
Moreover, they could just go to California for some mariuana. Are there border
controls at the Californian border? I think there's also one state where
individuals can legally own machine guns, do they have border controls? What
about driving licenses? I think the legal age varies from state to state, are
there controls to prevent driving without a license?

On the other hand, your international airports do have border controls,
however, Mohammed Atta managed to get from Madrid to Miami twice without the
neccessary documents.
