hehehe Well I wish I could quote "chapter and verse" of the FCC rules, but 
I'm afraid I can't. I just remember reading it in MONITORING TIMES and I 
think I remember hearing it either on HCJB's DX Partyline or RCI's SWL Digest 
(a LLLOOONNNGGG time ago). As far as I know, the law's still on the books, 
and I can sorta understand the logic behind it. No doubt if they changed the 
law, there'd have to be a lot of critieria that a station would have to meet 
in order to get licensed. Otherwise, you'd have puney little 1000-watt 
stations popping up all over the country and the shortwave bands would be in 
total caos.
As far as "who to write to get the ball rolling," I would think the best 
place to start would be with your senators and representitives. You might 
wanna write the FCC and a few radio magazines as well.
