I have always 33600 to a USR Sportster with Changed-ROM. Local.
Non-local calls: almost always 31200 or 33600 (ca. 50%) with both USR Vi
and Couriers.
Of course the phone lines are quite good here.
I have installed the Beta 18 Firmware, it is the best of all.
(didn't try the 22 yet)
