file attach mailers require that the netmail with the attached file contain the
file's name and path in the subject line... this is how it has always been
done...

the BSO tossers i've used that support files attached to a netmail also require
that the file's path and name is in the subject line... some of those BSO
tossers will also send the (generally) empty netmail while others do not... but
both do set a link to the file in the flo file for the mailer to use...

then you have mailers that use fileboxes where you only need to drop a file in
the filebox and off it goes with no netmail involved at all...
