It is...and it isn't, notably when taken in the context of Internet
email addressing. It _could_ be considered that a message [exists] "at"
such-and-such for such-and-such" and that the System holding any of
such-and-such's mail is, in fact, "in care of"... Mind, that "works" if
the System is _not_ the direct property of the email's reciever...
Otherwise, no, you would be correct to assume that "@" does not
translate into "in care of". According to my dictionary of common
abbreviations, "in care of" would be written as "C/O" (as in "care of").
