Of course. I too can see plenty of reasons why someone would want the benefit
of membership but reject the liabilities. I for one, would very much not to pay
taxes, but enjoy the benefit of citizeship nonetheless.

Adverising a method of connection in the public nodelist but rejecting the
connect nonetheless is annoying because it can impose undue cost on those
attempting to connect. This certainly was true in the POTS age, and it still
holds for those who are on e metered IP connection.

Imposing undue cost on others is and always has been a big nono in Fidonet.

Secure and unsecure inbounds were invented to take care of that.
