This is not true of Shannon's information. Shannon's definition of
information refers to whether the data is suprising - and makes no
mention of whether it refers to pattern or structure.

This is not true of Kolmogorov's notion of complexity. Complexity
is generally regarded as a concept with no implication of a temporal
element - and can be used to describe both totally static systems and
dynamical systems.
