That's based on the expected snow loading that a roof may have to carry.  We 
found out around here (PA) in the past couple of years that some weren't 
peaked enough,  as with several feet of snow on them they collapsed.  Lots of 
places had to get guys up on to their flat roofs to shovel,  too...
