One thing Canada can do is stop allowing US citizens into the country without a Visa, or stop allowing them to use our territory for cooperative military activities. OTOH, Canada doesn't necessarily have to participate in any sanctions, just show some support for others willing to make sanctions against them. For example, if the EU got together and decided to do something, there's not a lot the USA could do about it.
