These phone numbers came from a copy of the Dept of Education Memorandum 
from 1991 concerning the classification of ADD and ADHD under "other 
health impaired". 
And there are still districts that do not classify ADHD this way. 
And, what really is most curious is the dtae of the memo, 1991. this was 
under Geo. Bush.
