A naive observer might ask: Why is this nascent threat so different from
that of the USSR's nuclear-armed missiles 50 years ago?

As best I can tell, it boils down to "mutual deterrence worked with
the USSR because it was a nation-state with defined territory, cities,
industries, etc... IOW, a lot to lose. But that won't work with Iran and NK
because they're CRAAAAAZY."
