They are but OS/2 can only if it has the supporting kernel. Even with the latest, shared IRQ's use a good amount of CPU were as ensuring everything has its own IRQ, and if possible set the GPU to have no IRQ, my systems hum along a lot better. It's been a while since I tried - pre 14.103 kernel but I could never get a stable system if my Adaptec card shared the IRQ, especially the same IRQ as a NIC. On my current AMD64 PC the USB shares the same IRQ's with network and audio and that seems to be stable, just a CPU hog when I do something at the same time like scan an image in and have it written to a networked drive. Keep meaning to use the PCI utility to seperate the IRQ's but still havent gotten around to it on this box, also only 2 PCI sockets available as the GPU hangs over one of the PCI slots :-( ACPI ? Couldnt get it to work in a stable way so gave up a while ago as I'm happy without it at present, and using ACPI also ment I had to manually press the on/off switch wereas the IBM APM driver on the AMD64 shuts the system off when I select shutdown.
