According to the README, it's for TCP/IP ver 4+ only.  Type inetver to
check your rev level.  I'm not using W3, but it seems to me that
something was mentioned about the TCP/IP stack level being updated by
one fixpak, but don't hold me to that.  You have to check the APAR
lists to see.  Supposedly, these 2 fixes do a complete refresh of the
TCP/IP program set.  I didn't see PPP.EXE in here, so it may have been
a result of another update/fixpak.  W4 FP1 didn't seem to have changed
it on another local machine.  W4 file size is about 140k, my version is
a little over 180k, so I got an update from SOMEWHERE.  Darn it, I was
ready for bed and now I gotta track down where this came from.
