Have you ever talked to anyone  in the adoption (social services) department
about them doing a search and what it entails?   I need to check some old
files of mine, but I think there is a person in that State doing searches
that used to live here in Va.  Her name is Judy..... if I  have the right
Western State.....   Let me know what you have done as far as contacting
anyone at social services and if they have any type of registry.... Some
States  will take your current information and add it to your file and
if the birth family does the same.... with consene given they then make
the connection for you.....  Seems like it  should be that way in all
the States once an adoptee is an adult but many times the adoptive parents
are against it no matter how old the adoptee gets.
