Primeness is a property of a number, not its representation.

Imagine a bunch of balls in front of you. If you can divide them into more
than one group, each with more than one ball, with the same number of balls
in each group, the number is not prime.

11 (base ten), C (hex), and XI (roman) all refer tot the same prime number.
