He postulated E=ma^2 but photons could not care less. He continued in a logical way with E=mb^2 and as you know his third attempt E=mc^2 was full success, photons were happy with this and obeyed uncle Albert's suggestion since. Photon do not have REST mass. They are restless. If you stop them they "rest in piece" literally, to the sorrow of ATM community.
