The tip of the spear gets the newest, best stuff - because they need it
more. If a Guard or Reserve unit is the tip... it's getting new top of the
line stuff. If the unit (any unit) is in a relatively quiet area, they're
either going with what they got, or will get the servicable stuff given up
by the tip units. Accent on serviceable.... they aren't getting junk.
